ہمارے تعلیمی نظام میں خامیاں

یونیورسٹی کے زمانے میں لوگ کہا کرتے تھے کے یہاں سے ماسٹرز نہیں کرنا یہاں کے ماسٹرز کی کوئی حیثیت نہیں. ماسٹرز تو صرف باہر کا ہی قابلِ قبول ہے. عملی زندگی میں نکلے تو معلوم ہوا کہ حیثیت نہ بیچلرز کی ہے نہ ماسٹرز کی نہ باہر سے ماسٹرز کر کے آنے میں، حیثیت ہے تو صرف اس بات کی ہے کے بندہ کیسا ہے بھلے وہ میٹرک ہی کیوں نہ ہو.
بہت سے کم تعلیم یافتہ افراد کو اعلی عہدوں پر اپنی محنت کے بل بوتے پر دیکھا تو دوسری جانب بہت سے اعلی تعلیم یافتہ (یا ڈگری یافتہ) افراد کو بیروزگار بھی دیکھا اور معمولی ملازمتوں پر بھی دیکھا. انجینئرز اور ایم بی اے'ز کو جاب کیلئے دھکّے کھاتے دیکھا تو ناخواندہ افراد کو بڑے بڑے کاروباروں میں پیسا کماتے دیکھا.
ہمیں شروع سے ہی یہ تربیت کی جاتی ہے کہ بیٹا پڑھو گے نہیں تو اچھی جاب کیسے ملے گی اور اچھی جاب نہیں ہوگی تو پیسے کیسے کماؤ گے. یعنی شروع سے ہی یہ ذہن میں ڈال دیا گیا کہ اچھی تعلیم مطلب اچھا پیسہ لیکن کیا تعلیم کا مقصد صرف پیسہ کمانا ہے؟
اوپر کی مثالوں سے واضح کرچکا ہوں کہ اگر مقصد صرف پیسہ کا حصول ہے تو واضح رہے کہ پیسہ کمانے کیلئے تعلیم ضروری نہیں. پھر کیوں پیسے کو ہمیشہ تعلیم سے جوڑا جاتا ہے.
ہمارے یہاں بہت سے ایسے افراد بھی موجود ہیں جنہوں نے اعلی تعلیم حاصل کی پھر مزید تعلیم حاصل کرنے باہر چلے گئے، باہر گئے تو پتا چلا کہ یہاں تو چھوٹے کاموں کے بھی اچھے پیسے مل رہے ہیں لہذا چھوٹی نوکریاں جنہیں آڈجابز بھی کہا جاتا ہے جیسے پیٹرول پمپ میں کام، ٹیکسی چلانا اور ہوٹلوں میں کام کاج وغیرہ، بہرحال ایک بار ان آڈجابز میں لگ کر بقیہ ساری زندگی یہی کام کرتے گزر جاتی ہے پھر کدھر گئی انجینئرنگ اور ڈاکٹری کی ڈگری ... ؟ اس ڈگری کا کیا اور کس حد تک استعمال ہوا؟
تعلیم کا مقصد تو یہ ہے کہ ایک اچھا مسلمان اور اچھا انسان بنا جائے. ایک تعلیم یافتہ شخص سے دنیا یہ توقع کرتی ہے کہ وہ اچھے اخلاق کا مالک ہوگا. لیکن کیوں کہ ہمارا پورا تعلیمی نظام صرف پیسہ بنانے کے گرد گھومتا ہے لہذا ہمارے تعلیمی اداروں کی ترجیہات بھی یہی ہیں اور اس ہی لحاظ سے یہ ادارے ایسے ڈاکٹر، انجینئر، اکاؤنٹنٹ وغیرہ پیدا کر رہے ہیں جو اپنے پیشے کے ذریعہ پیسہ کما کر دینے میں ماہر ہیں مگر دوسری جانب یہی ادارے اچھے انسان پیدا کرنے میں ناکام ہیں.
انکے شعور میں کیوں کہ یہ بات بیٹھی ہوتی ہے کہ تمہارا اصل مقصد پیسہ کمانا ہے لہذا جب ملک سے باہر جاکر معمولی نوکریوں میں زیادہ پیسہ ملنے لگتا ہے تو پھر اس بات کی فکر نہیں رہتی کے پیسہ انجینئرنگ سے آرہا ہے یا ٹیکسی ڈرائیونگ سے، آج ہمارے ایک اور بڑے مسئلہ (برین ڈرین) کا تعلق بھی براہ راست تعلیمی نظام سے ہے. اس موضوع پر بھی انشاءاللہ بہت جلد بات ہوگی.

داخلہ ٹیسٹ: فائدہ یا نقصان؟
آج کل تقریباً تمام جامعات میں داخلہ سے پہلے داخلہ ٹیسٹ لیا جاتا ہے. لیکن یہ لیا کیوں جاتا ہے؟ تاکہ ان افراد کو لسٹ سے خارج کیا جاۓ جو غیرقانونی طریقے سے نمبر لیکر آئے ہیں. پرائیوٹ جامعات سے ابھی لاتعلق رہیں پہلے ان اداروں کی بات کی جائے جو حکومت چلا رہی ہے جیسے جامعہ کراچی، جامعہ این ای ڈی، داؤد کالج، جامعہ اردو وغیرہ، ان میں سے تمام جامعات میں داخلہ کیلئے آپکو داخلہ ٹیسٹ دینا پڑیگا شاید ان کے نزدیک آپکا انٹر کا رزلٹ مشکوک ہے. یعنی ایک حکومتی ادارے (مثلاً جامعہ کراچی) کو دوسرے حکومتی ادارے (مثلاً انٹر بورڈ) پر اعتبار نہیں؟ اب اگر جامعات سے بات کی جائے تو جواب یہ ہوگا کہ ہم ان درخواست گزاروں کو خارج کرنا چاہ رہے ہیں جو معیار پر پورے نہیں اترتے. اب سوال یہ پیدا ہوتا ہیکہ "معیار" کیا ہے؟ اگر معیار اس ہی کا نام ہے جو جامعات کے انٹری ٹیسٹ میں شامل ہے تو پھر بجاۓ اسکے کہ ان سے انٹر کی مشقّت لی جاۓ جب انکو آگے انٹری ٹیسٹ میں ہی پرکھنا ہےتو انکو اس کی ہی کیوں نہ تیاری کرائی جائے؟
مسئلہ کا حل صرف اتنا سا ہیکہ انٹر کی تعلیم کو معیاری بنایا جائے اور اس کو اس نہج پر لیجایا جائے کے وہ سرٹیفیکیٹ جامعات کیلئے قابل قبول ہوجائے. لیکن مسئلہ کی جڑ کو ختم کرنے کے بجاۓ سب مسئلہ کے حل کی کوشش میں طلبہ کیلئے مشکلات کھڑی کئے جارہے ہیں!
جب ایک چیز میں پیسے کی فراوانی آجائے تو وہ خود ہی مشکوک ہوجاتی ہے اور یہی حساب انٹری ٹیسٹ کا ہے اس میں کئی کے مالی مفاد موجود ہیں اور اس ہی لئے اس سسٹم کو مزید تقویت دی جارہی ہے. سب سے پہلا فائدہ تعلیمی ادارے کا ہے. ایک تعلیمی ادارہ یا جامعہ جب داخلوں کا اعلان کرتا ہے تو اس نتیجہ میں اسکو ہزاروں کی تعداد میں درخواستیں موصول ہوتی ہیں. ہر درخواست کی ایک مخصوص فیس ہوتی ہے قطع نظر اسکے کہ وہ درخواست قبول ہوتی ہے کہ ردی کا حصہ بنے. اس طرح داخلہ سے پہلے سیٹوں کی تعداد سے کہیں زیادہ درخواستیں موصول ہوتی ہیں جس کی وجہ سے جامعہ کو ایک بھاری رقم ملتی ہے. ٹیسٹ کی مخصوص رقم بھی ہر سال سو دو سو روپے کے حساب سے بڑھ رہی ہے. اب سوال یہ پیدا ہوتا ہے کیا ایک طالبعلم کے ٹیسٹ میں بیٹھنے کا اتنا خرچہ آتا ہے؟ یا یہ سب جامعہ کے اکاؤنٹ کی زینت بنتا ہے؟
اس ٹیسٹ سے دوسرا مفاد ان اداروں کا ہے جو پورا پورا سال طلبہ کو ٹیسٹ کی تیاری کراتے ہیں. ان میں سے ہر ادارہ طلبہ کو ایڈمیشن ٹیسٹ پاس کرنے اور داخلہ کی گارنٹی دیتا نظر آتا ہے. جبکہ اکثر اوقات جامعات کی راہ پر چلتے یہ ادارے مخصوص نشستوں سے بھی زیادہ طلبہ کو انرول کرلیتے ہیں. ظاہر ہے ان میں سے کئی کا دعوی فیل ہوتا ہوگا مگر آڈٹ کون کرے ان سے پوچھنے والا کون؟ بہتی گنگا میں سب نہا رہے ہیں!

قصہء آدم و ابلیس جہاں بہت سے پہلوؤں سے سبق آموز ہے وہاں یہ بات بھی قابلِ توجہ ہے کہ انسان کے ازَلی دشمن ابلیسِ لعین کا اوّلین حملہ اسکی شرم و حیا اور عفّت و عصمت پر تھا۔ گویا شیطان اوّل دن سے ہی انسان میں سے حیا کے عنصر کو ختم کر کے فحش کاموں کی ترغیب دینے کی کوشش کر رہا ہے۔ جس طرح ابلیس نے ہمارے والدین حضرت آدم و حوّا (علیہماالسّلام) کو جنّت کے ممنوع پھل کی طرف اکسا کر ان کو بےلباس کیا اسی طرح یہ آج بھی انسان کو بےلباس اور بے حیا کرنے کے لیئے اپنا "جہاد" کمالِ استقامت کے ساتھ جاری رکھے ہوئے ہے۔

انسان جس کی فطرت میں اللہ تعالٰی نے شرم و حیا کا عنصر رکھا ہے آج اسے شیطان نے بری طرح بےحیائی کے جال میں جکڑ لیا ہے۔ انسانیت کی عظیم اکثریت اسکی بے لباس تہذیب کو قبول کر چکی ہے۔ بلاشبہ یہ انسانیت کی فطرت کے خلاف بغاوت ہے کہ حیا جو اسکے لئے حیات تھی اِس نے آج اسے اپنی زندگی سے خارج کردیا ہے۔

لیکن وہ بات جو اس سے بڑھ کر تکلیف دہ ہے وہ یہ کہ آج مسلمان جن کے دین میں حیا کو امتیازی حیثیت حاصل ہے، جن کے دین میں حیا ایمان کا حصہ ہے اور جن کہ پاس سے اگر حیا رخصت ہو جائے تو وہ ایمان کو اپنے ساتھ لے جاتی ہے، آج وہی امّت اپنے عالمِ پیری کے بسبب اس ابلیسی تہذیب کی اندھی تقلید کررہی ہے۔

اس سے بڑھ کر افسوس یہ ہے کہ ہم مسلمان اس بات کو سمجھنے سے قاصر ہیں کہ کس طرح مغربی اور مغرب زدہ میڈیا اور اس پر مسلّط دین بیزار افراد کے ذریعے ہمیں اس بے حیا تہذیب کی طرف مائل کیا جا رہا ہے۔ یہ لوگ بظاہر تو مسلمان ہیں مگراندر ہی اندر ابلیسی ایجنڈے کو پورا کر رہے ہیں۔ ان سے بھی بعض اوقات "ھمدردی" محسوس ہوتی ہے کہ ان کیلیئے اسلام ایک ایسے لباس کی مانند ہے جسے نہ یہ اتارتے ہیں کہ سرِعام رسوا نہ ہوں اور نہ اسے پورا زیبِ تن بھی نہیں کرتے کہ گھٹن محسوس ہوتی ہے۔ لہٰذا یہ دعوٰی تو مسلمان ہونے کا کرتے ہیں مگر اندازِمسلمانی یہ ہے کہ جب انھیں اپنی خواہشات کہ بت ٹوٹتے نظر آتے ہیں تو یہ ‘خود بدلتے نہیں قرآن کو بدل دیتے ہیں‘ اور اسلام کی من گھڑت تاویلیں کرتے ہیں۔ 

یہی حال ہے کہ جب انکو اسلام کا تصوّرِ حیا اپنی آزادی یا یوں کہیئے کہ "مادر پدر آزادی" پر "تیشہ" بن کر گرتا محسوس ہوتا ہے تو یہ اپنی تاویل کے خنجر نکال کر انکا مقابلہ کرتے ہیں ۔ انکو اسلامی تعلیمات دقیانوسی معلوم ہوتی ہیں جو ان کی نظر میں آج کے ‘جدید دور‘ میں مسفٹ ہیں۔ یا پھر کمال عیّاری سے ان تعلیمات کو عرب تہذیب کا نام دیتے ہیں جنکا اسلام سے دور دور سے تعلّق نہیں۔ لہٰذا جو عورت اپنے آپکو باحجاب کرکے شیطان کے تیروں سے بچا لیتی ہے تو انھیں وہ عورت قدامت پسند محسوس ہوتی ہے۔ اور اسکا یہ عمل انسانی مساوات کہ خلاف نظر آتا ہے۔ دراصل یہ وہ لوگ ہیں جنھوں نے اپنی خواھشات کی خاطر اللہ کو بھلا دیا لہٰذا اللہ نے انھیں اپنے آپ سے بھلا دیا ہے۔ اب اگر ان سے قرآن و سنّت کے دلائل کے ساتھ گفتگو بھی کی جائے تو یہ نہیں سنتے۔

چنانچہ ضرورت اس امر کی ہے کہ وہ لوگ جنہوں نے برضا و خوشی اپنی خواہشات کو جنّت کے عوض اللہ کے سپرد کر دیا یے اور اسلام کو اپنا طرزِ حیات تسلیم کر لیا ہے وہ اپنی استطاعت ک مطابق ان تعلیمات پر عمل کرتے رہیں اور اپنے گھر والوں کو بھی اِن فتنوں سے بچایئں۔ جہاں تک ممکن ہو ان تعلیمات کو دوسروں تک پہنچانے کا ذریعہ بنیں۔ اور اجتماعی سطح پر بے حیائی کے خاتمے کیلیئے اپنی صلاحیتوں کو اسلامی تعلیمات پر مبنی معاشرے کے قیام کےلئے وقف کریں۔ اللہ ہم سب کو اپنے دین کی طرف پلٹنے کی توفیق عطا فرمائے اور حیا کو ھمارے معاشرے میں عام فرمائے-آمین!۔

Economic Crisis & Reforms - By Syed Burhan Uddin

Last week I called my friend and asked him hows life going and hows everything, and I was shocked when he told me that he has resigned.
Yesterday I called my sister and I asked her about her family and in-laws and again I was shocked because her family member has resigned. Two, three years back same thing happened when my friend resigned from his job, all these three are at home.
So, in 18 crore at least these 3 are in my knowledge that are jobless with good skills but all 3 lack One important quality/skill.
That skill i don't know why is not taught in any school/university or any other skill development institute. Yesterday I was watching the program "Kal Tak" and Mr. Javed Chaudhry was counting the ministries in our cabinet and One was Ministry of Skill Development. I think Minister for skill development is the most suitable person to ask the question why they why they are not able to teach that One skill, because that One skill is better then any degree, education, study.
That is in simple words called as POLISH, TC, UTHANA, etc, everybody has kept their own words as per their environment.
You know, these 3 person were earning around Rs. 3 lac per month as a total, still they left the job, in these days when there is no new job in the market, prices are going higher & higher and at this stage one wonders why a person leaves such a good job. The answer is these three idiots don't have that One skill.
The good thing is all 3 are Postgraduate in good subjects. Now imagine 16/17 years of education and they have missed that 1 subject? Not a single teacher was that visionary in their 16 years of education who could have taught them that skill?
Because of this One subject not only these three, there are thousands of our skilled persons are jobless and are of no use to this country and to their families. These people are like "Dharti Per Bojh", good for nothing, they are not contributing in national economic structure for a long time but the life is going on and hence the economic situation of the country is going worst because many skilled people are sitting idle.
As there is a wind of MINISTRY MINISTRY these days in the country, daily we see a new minister for a new field, the nation is going down, country is going nowhere and daily we are getting new ministers, I have an idea for the President/PM, Why not they make a separate ministry by the name of "TC MINISTRY".
The best candidate for this ministry as I see is Babar Awan, he is a "Doctor", sitting idle these days, he can lead this thing very well, and the job of this ministry will be to give education of TC to every single student who is in university and going to the market for job hunt.
The ministry has to take a lead and make/develop such plans/institutions to educate/design the education system in such a way that the student when ready for job market, he is a perfect TC guy. Whether he has other skills or not but he must be a TC Master, because this is the only skill that is going to help the country in these economic crisis.

If we look at the reason why the mentioned 3 persons resigned/left their jobs we will see that the reason are these people themselves. If they are not able to POLISH their boss, this is their mistake. Its not the job of a BOSS to do what he want. Its the job of the subordinate to handle his BOSS in such a way that the Job is done by some other colleague and BOSS is happy with you, and this is only possible when you are a good TC master and this skill will be developed under TC MINISTRY in near future. Yes for instance some people can say that why we get that skill, why not the BOSS get some "Manners" and "Good Behavior", here is the answer to those idiots.

A person when becomes your boss, he is more experienced, more visionary and has seen the world more then his subordinates, this mean he has more experience in this world. Now when a person has spent more time in this world than you, and his parents were not able to teach him the required "Manners", who are you and me to teach them? And now this is not the time to teach them the manners.
As I got a German shepherd last year and he was of 3 months, the shopkeeper told me to hire a teacher for him now to teach it the manners, I said why not after 6 months or later.
He said "Sir, baby learns faster and in a mature age DOGS don't learn, they just do what they have got"! Now look at the impact due to some untrained DOGS on the economy of the country.

1. Many skilled resources are jobless.
2. Many families are still hungry.
3. Many jobless people joins terrorism or any other negative activity.

All such points are due to 2 people.

1. One who have grown up with bad manners from home.
2. People who are not able to bend and they are broken.

The easy way out is:

1. TC ministry
2. Bend a little

But, Bending down will not be for a long term, and the TC ministry will help you for a long time. The point is that the TC ministry should work properly, not like President Zardari.

Importance of Training & Education

Training and development of an employee is essential requirement of ISO 9001:2008 Quality Management System, it is a mandatory part of the system, and is compulsory for the continuous improvement of the system. Well, below story is to elaborate more the "importance of training and education" for an employee.

A man was walking through a forest when he came across a frustrated woodcutter.
The woodcutter was trying to cut down a tree with a saw and was swearing and cursing as he labored in vain, and the work is becoming difficult for him.
"What's the problem?" The man asked.
"My saw is blunt and won't cut the tree properly." The woodcutter responded.
"Why don't you just sharpen it?"
"Because then I would have to stop sawing." Said the frustrated woodcutter
"But if you sharpened your saw, you could cut more efficiently and effectively than before."
"But I don't have time to stop!" The woodcutter retorted, getting more frustrated.
The man shook his head and kept on walking, leaving the woodcutter to his pointless frustration.

This story is relevant to so many of us. Isn't it?
Sometimes in life we get so much frustrated by life, our work, daily routine, and our inability to manage, but instead of developing ourselves and taking a break to get trained so that we can perform well, and become more effective and efficient, we keep on struggling with the blunt saw and still wonder why the working getting so difficult!
Most of us don't even realize that the saw is getting blunt, however if they realize they don't get time to sharpen the saw. The short courses, training, workshops, and seminars, helps us to know what is happening in our fields in the present era, what advancement has been done in this field of working and what has to be done next, the more we get education and knowledge, the more we can perform well, even sometimes the training is not relevant, but education is never wasted and it helps us in our professional life, sometimes, somewhere.
If we realize that it time to sharpen the skill, just do it, stop thinking and start doing!
If you are still working with the blunt saw. Don't do it anymore. Stop, sharpen your saw and become more effective.

Educational institutes or money making businesses

Long long time ago "education" was a welfare work, teachers in those days teach only for welfare, if any student in respect of his teacher tries to help him, the teacher not allows him as he thinks it might look like as a reward for his services. But now the education considered being a highly profitable business.
Pakistan is an underdeveloped country and about more than 70% population lives below the line of poverty. Where the daily income of a person can not meet his daily expanses, where 80% population can't even have clean water and sewerage facilities. Even with the government efforts to provide education to masses, we can still see huge fees in the institutes. Let's close our eyes from the private institutions, first take a look at the government universities, the yearly fees getting increment every year, without giving any consideration to the increment of a salaried person.
The yearly fees of the engineering program in NED (Government Supervised Educational Institute), or the B.S program in K.U (Government Supervised Educational Institute), the figures goes as above as 5 figures, how can it be possible for a person whose daily income is around Rs.500? This is the reason why we are still considered as underdeveloped.
How can we expect the growth of a tree if we not give preference to the nourishment of roots!
If this is the situation of the government funded universities, then what can you expect from the private institutions. Factually private institutions are now out of the range of middle and lower class community. This is the reason most of the private universities of Pakistan are associated with elite classes.
Despite getting funds from HEC, having attractive slogans of "welfare works" the private universities having minimum fee of Rs. 60000/ per semester, why the fees are way too high to catch? Simple! It's a business, so they are free to get as much profit as they plan, but then they should not be portraying themselves as "welfare" workers.
Institutes and universities should stick to their vision and policies, when we visit a university, we can see the vision statement shining on the walls with words, "we are building the nations, blah blah", but when we closely inspect the system, we see that these all beautiful words are having dark backgrounds. The students are kicked out of universities, just for not paying fees, blackmailed by showing their name on notice boards as fee defaulters. If they say that they are doing welfare work and running a welfare organization then they should do the same and then keep top priority as providing inexpensive and quality education. Students should be given benefits, and tolerances.
This can never happen without the involvement of government, this does not means that all the private institutions and universities should be nationalized, but they should be audited under the supervision of government officials.
